Commander, Navy Installations Child and Youth Program Direct Care Supervisor in Sasebo Naval Base, Japan

Summary The purpose of the Child and Youth Program (CYP) Direct Care Supervisor position is to assist the facility Director in providing routine supervisory oversight, support and instruction for CYP Direct Care Professionals in Child Development Centers (CDC) and School Age Care (SAC) Programs. The CYP Direct Care Supervisor provides oversight and accountability of assigned staff during all hours of program operation. Responsibilities Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Supports Commander, Navy Installations Command's (CNIC) Equal Employment. Supervises an assigned team of direct care professionals and volunteers. Initiates and implements personnel actions and supports the CYP Director in order to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers. Supports and carries out all established Equal Employment Opportunity (EEO) objectives and policies in matters of personnel management and communicates support of these policies. Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees' performance. Coordinates with Training and Curriculum Specialists and confirms intended learning outcomes are applied and reassessed as applicable to refine individual competency and promote mastery of new skill(s). Resolves complaints related to personnel concerns and makes recommendations to the Director for corrective action as necessary. Encourages and facilitates the pursuit of continuing higher education, including the Child Development Associate (CDA) credential, Military School-Age (MSA) credential or college level classes. Develops the staffing schedule to ensure staff: child ratio compliance, supervision of children and youth, planning/training time is integrated, and overall classroom/activity area support occurs. Considers and approves leave and accommodation requests. Posts and submits schedule to supervisor for awareness. Ensures program schedule is followed, makes adjustments based upon emergent needs, confirms that staff are clear on assignments and documents program schedule updates. Communicates classroom changes to the operations clerk to ensure updates of billing, utilization, recordkeeping, and accountability are properly planned for and carried out. Validates assigned classroom opening and closing procedures for area of responsibility are completed and assumes responsibility of facility opening and closing procedures when directed or serving as manager on duty. Ensures programming supplies and materials are adequate, well maintained, and available for utilization according to lesson and activity plans. Apprises Director of programming and staffing needs on a routine basis to ensure optimal classroom management and staffing levels during program operations. Assists with development, implementation and analysis of surveys and needs assessment of staff and patrons to ensure appropriate programming. Ensures the implementation of a developmentally appropriate SAC and/or CDC program that promotes the social, emotional, physical and cognitive growth of children and youth in the age categories served. Coordinates and supervises field trips. Provides frequent physical check of assigned classrooms/activity areas to ensure supervision and accountability measures are implemented and ensures professionals functioning in single ratio are supported as needed. Conducts quality assurance checks on classroom/activity records to include lesson plans, after action plans, medication and allergy documentation, classroom inspection checklists, temperature logs, child portfolios, inclusion and behavior support plans, accident/incident reports, child attendance and accountability reports, as well as any locally required documentation. Ensures specialized programs for children and youth with special needs are implemented within current policy. Ensures CYP staff follow all physician-prescribed medications and individualized care instructions, such as feeding procedures, medication administration, assistive devices, and other needs for special care and attention. Ensures CYP Staff are trained and adhere to special instructions provided by parents such as medication administration, acute health related conditions, behavior management, and dietary restrictions. Guides and supports CYP Direct Care Staff with responding and administering medication, as required. May provide support in the administration of medication as needed. Ensures written observations, detailed notes, knowledge of targeted and individualized behavior strategies to inform behavior support plans, are implemented and provides recommendations to the inclusion action team. A qualified candidate possesses the following: Knowledge of regulations, policies, and standards applicable to the CYP. Knowledge of developmentally appropriate programming designed to meet the physical, emotional, social, and cognitive needs of children and youth from 6 weeks to 18 years of age. Knowledge of child and youth development principles, practices, and techniques. Knowledge of Federal and State laws governing the detection, prevention, and reporting of child abuse and/or neglect. Knowledge of leading a team and understanding motivation and learning styles of individuals and groups in a CYP environment. Skill in program planning, organizing, and employee scheduling. Skill to provide leadership, mentoring, coaching to develop and lead teams in collaborative environments. Skills to conduct informal and formal assessments of children to inform decisions about the children, to improve teaching practices and activity planning, and to drive program improvement. Skill to conduct and document observations of CYP direct care staff to determine progression and provide feedback and follow up. Ability to support and consistently reinforce developmental training of CYP direct care staff, providing ongoing guidance on the range of principles, practices, and techniques to ensure safe, healthy, and appropriate classroom/activity area operations, including recognition and identification of childhood illnesses and child abuse, etc. Ability to conduct and review program evaluations of classroom and activity areas, identifying areas that need improvement, and establishing and implementing corrective action plans to address deficiencies. Ability to communicate effectively in English, both orally and in writing in order to communicate with CYP team and customers, prepare reports and plans, and document observations. Possesses strong interpersonal skills with children, youth, and adults. Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional needs. Ability to maintain records and reports. Ability to safeguard and account for monies and equipment. Ability to supervise others. Education All substitutions of education for experience will be made in accordance with OPM approved qualification standards. To receive consideration for a non-related degree or eligibility based on a combination of education AND experience, a college transcript is required. All transcripts MUST show student's name and the name of the awarding university or educational institution, degree type, awarded/conferred date, and the field of study. *If your degree has not been awarded/conferred, you must provide a copy of your HS Diploma or equivalent along with transcript(s).
